Reform in the education sector has taken several forms, with charter schools being one of the most prominent. Charter schools, public schools granted greater autonomy in exchange for greater accountability, are located across the country in 42 states and the District of Columbia. Over the course of the last 26 years since the first charter school law passed in 1991, the number of charter schools has grown to over 6,600 across the country, serving close to 2.7 million students (2014-15). The extraordinary growth of schools has lead to an increase of rules, regulations, and policies. In this atmosphere, a school's success rests on its leadership, board of trustees, and authorizer.
